When a HubSpot active list stops picking up the contacts you expect, look inside the segment itself first. It may be static, it may have been set to turn static on its own, or a filter or exclusion is leaving people out. HubSpot now calls lists segments, and they live under CRM > Segments. Active segments add and remove records as they match the filters. Static segments only change when someone edits them.
So check the type first. In CRM > Segments, hover over the segment, click Details and read the type. If it says active, pick one contact you expect to see, open the segment's filters, turn on Test matches and test that single record. That quickly tells you whether the problem is the filters or something else.
Why a HubSpot segment isn't updating
It's static, or it converted itself to static
A static segment keeps the records that matched when it was saved. New matches don't join, and records that stop matching don't leave. An active segment can also be set to switch to static automatically, on a chosen date or after a stretch with no records added or removed. Open the segment, go to the Settings tab and check Auto-convert to static. The segment's Activity tab logs type changes, so you can see when it happened and who made it. A static segment that still has filters can be switched back with Actions, then Convert to active, as described in HubSpot's guide to changing segment type. Once it's active you can no longer add or remove records by hand.
A filter matches differently than you think
Contains any of matches part of a value, so a Job title filter for CTO also picks up Director. Is equal to needs an exact match. Negative operators such as is none of leave out records with an empty value unless you tick the option to include them. Number filters treat blanks in their own way. Is equal to 0 also matches an empty value, and is less than counts an empty value as below zero. Then check the logic. Filters inside one group use AND by default, and separate groups use OR. HubSpot lists every operator in its filter criteria guide.
Date filters run on the account time zone
Date picker filters default to your account's time zone, and relative filters count from the moment they're applied. In HubSpot's example, "less than 1 day ago" applied at 3 PM covers the whole previous day plus today up to 3 PM, 39 hours in all. Contacts can stay in longer than you'd guess.
An exclusion is removing them
Exclusions beat filters. A record can be excluded on its own, through another segment, or, in contact segments, by exclusion rules that drop non-marketing contacts, chosen email domains or unsubscribed contacts. Look at Settings, then Exclusions, and the additional exclusion rules in the filter editor. In a static segment, exclusions are applied when you save, so later changes to the excluded segment don't carry through.
It depends on another segment, a workflow or an associated record
A filter like is member of segment or a workflow enrollment filter is only as current as its source. If the source segment is static, your segment only changes when someone edits that source. Filters on associated records follow their own rules. By default a contact qualifies if any associated company matches, and you can switch that to all associated records, the primary company or, on Professional and Enterprise, a specific association label. If the contact isn't associated with the company you expect, a filter on that company's properties won't pick it up. That problem is covered in contacts not associated with companies.
The Email filter is a different trap. It counts activity from every email address the contact has ever had, so a contact can appear because of clicks made under an old address.
It's still processing
A property change should put a record into an active segment straight away, and most segments finish processing within minutes. After a bulk update, or in a complex segment, HubSpot says it can take up to an hour. Segments with integration, page view or segment membership filters can take up to two hours. Those times are as of October 2026, from HubSpot's segment troubleshooting article. The size shown in the editor is only an estimate. The real count appears under the segment name once it has processed.
How to fix a segment that isn't updating
- Open the segment's Details and confirm the type. Check the Used in tab too, so you know what depends on it before you change anything.
- If it's static and should be active, convert it to active, or clone it and save the copy as active. Set Auto-convert to static to Never if it needs to stay live.
- Pick a contact who should be in it. Test that record with Test matches, then open the contact and compare its property values with each filter and operator.
- Review the exclusions and exclusion rules, and any segment or workflow the filters point to.
- On the Activity tab, open the memberships view and filter by that record. The Source of change column shows System when a filter update or workflow action moved it, or a user's name when someone added or removed it by hand.
- If the filters were edited recently, click View version history to compare versions. You can restore an older set of filters from there.
- After a bulk import or update, give the segment the processing time above before you start editing filters.
If a workflow enrolls records from this segment and still doesn't fire once the segment is right, see why a HubSpot workflow isn't triggering.
How to stop it happening again
Put the purpose and the type in the segment's description, and leave Auto-convert to static on Never unless the segment belongs to a campaign with an end date. Before a workflow or email depends on a new segment, test a few records you know should be in it and one that shouldn't. Enterprise accounts can also turn on segment notifications for edits, deletions and unusual size changes, per HubSpot's notification settings. For a wider check, the HubSpot audit checklist goes through workflows, data quality and reports in order.
If your segments feed emails, workflows and reports and you're no longer sure which ones to trust, I can audit them and fix the ones that are wrong.
Questions
Are HubSpot lists and segments the same thing?
Yes. HubSpot renamed lists to segments, so an active list is now an active segment and a static list is a static segment.
How long does a HubSpot segment take to update?
A single property change should show up right away. After bulk updates, allow up to an hour, or up to two hours for segments with integration, page view or membership filters.
Why did a contact leave my segment?
Check the membership history on the segment's Activity tab. It shows when the record left and whether the source was System or a named user.
