When HubSpot's customer agent doesn't answer at all, check first whether it's assigned to the conversation. The agent only takes new conversations on channels it's deployed to, within its working hours and up to the share of conversations you set. It also stops taking new ones when your HubSpot Credits run out or someone switches its credit usage off. Wrong answers and constant handoffs are a separate problem, and they usually trace back to the content it reads.
Check the deployment first. Go to Service > Customer Agent, click Deploy > Channels, and confirm the channel is there and deployed, with the working hours and coverage you expect. Then open Analyze > Coaching opportunities. It lists conversations the agent couldn't answer or handed off, with the reason for each. This article is about fixing an agent that's already running. For building one, see my customer agent setup guide. HubSpot's 2025 announcements called it Breeze Customer Agent.
Why the customer agent isn't replying
It isn't assigned to that conversation
Several deployment settings decide which conversations reach the agent (deploying the agent to channels):
- Working hours set to specific hours, or only outside them.
- Conversation coverage below 100%, so a share of conversations goes to people.
- On email, segments of contacts to include or exclude, and the ignore list under Deploy > Channel settings. Senders on the ignore list go straight to a person.
- A deployment saved as a draft and never deployed.
- A chatflow with Assign to Customer Agent if no users are available ticked, which makes the agent a fallback for when nobody on your team is available.
- A deployment through a workflow or rule-based chatbot, which only passes it the conversations that match.
Credits ran out, or usage is switched off
When a deployed agent runs out of HubSpot Credits, it stops being assigned new conversations on every channel until your credits reset or you buy more. New conversations follow your handoff rules instead. The same happens when someone turns the agent off in the Credit Agent usage section, on the Usage & Limits tab of Account & Billing. It finishes open threads but takes no new ones. As of October 2026 the agent needs a Professional or Enterprise subscription to Marketing, Sales, Service, Data, Content or Revenue Hub, or Smart CRM, plus HubSpot Credits (how the customer agent works).
A requirement is missing
The agent needs at least one live chat, WhatsApp or Facebook channel connected to the inbox or help desk, and the generative AI and data access switches HubSpot lists must be on in your AI settings. On a website HubSpot doesn't host, the chat needs the tracking code. If visitors can't see the chat at all, work through chat widget not showing first.
Why it gives wrong answers
It's reading old or conflicting content
Knowledge base articles re-sync automatically when you update them. Other sources, including website pages, imported URLs and files, re-sync weekly, so a policy you changed today can be quoted wrong for days. Under Train > Knowledge, select the source and click Refresh after any change (managing knowledge sources). When two sources disagree, the coaching page shows a Knowledge conflict. Remove the old source, or if it came in through a crawl, exclude that URL from refresh. Private sources aren't cited, but their content can still appear in answers, so keep internal-only documents out.
Some sources never synced
The Failed tab under Train > Knowledge lists each source that didn't sync and why (content source errors). Common reasons are pages behind a login or firewall, a robots.txt rule or noindex tag that blocks the crawler, and HubSpot pages still in draft. Private content can go in as an uploaded PDF or Word file.
Guideline changes aren't published
Changes to the guidelines and to the handoff guidelines only go live when you click Publish. HubSpot also warns that replies won't always follow formatting or wording instructions exactly, so test each guideline before you rely on it (agent guidelines).
Why it hands off too often, or to nobody
By default the agent hands off when it can't answer, when the visitor asks for a person, or when it's paused. Custom handoff guidelines add to that, and a broad trigger such as any mention of an order catches far more conversations than you meant. Coaching opportunities with the reason Handoff show what it passed on. Because it hands off whenever it has nothing to answer from, knowledge gaps also show up as handoffs.
If handoffs seem to go nowhere, check who receives them. Only users with a Sales or Service seat can be in the handoff routing. The agent goes by user availability and ignores the chat widget's availability settings, and Team only hands off even when nobody is available (handoff process). Tickets waiting for a person sit in the help desk's Awaiting human assignment view. The routing side is covered in tickets not being assigned.
How to fix it
- In Deploy > Channels, check the channel, working hours, coverage and any segments.
- Under Account & Billing, check the credit usage switch on the Usage & Limits tab.
- Open the Failed tab under Train > Knowledge and fix or replace each failed source.
- Refresh any source you changed recently.
- Click Test [agent name], ask the question that went wrong, and open the testing insights to see which sources it cited and why.
- Fix the source or add a short answer, then publish any guideline or handoff changes.
- Ask the question again, and run a batch test under Test > Batch testing before you raise coverage.
How to stop it happening again
When a price, delivery rule or returns policy changes, update the page and refresh the source the same day. Work through coaching opportunities every week. The Source Usage report flags sources the agent uses often that rarely resolve anything, and those are the first to rewrite.
From client work
At Sauna Heater Supply, I fixed the agent's shipping answers for large kits so they come from the store's published rules, and tested them in the agent before they went live. The agent answers from 19 help articles I wrote from the store's own policies. Read the Sauna Heater Supply case study.
If your agent needs better material to work from, I can set it up and write the help content behind it.
Questions
Does testing the customer agent use credits?
No. Previewing and testing are free. Credits are used only when HubSpot counts a resolution.
Why is the agent still quoting an old policy?
Sources other than knowledge base articles re-sync weekly. Click Refresh on the source after you change it.
Can I stop the agent replying to certain email senders?
Yes. Add their addresses or domains to the ignore list in the email channel settings, and those senders go to a person.
Did this fix it?
Good to hear. If something else in the portal looks off, the help centre has more fixes.
Some problems need someone to look inside the portal. Book a free 30-minute call and show me what's happening. If it needs work, you get a written scope and one fixed price.
